The Brazilian Universities and Special Students: An Investigation of their Access and Permanence

Abstract

According to the Brazilian Constitution promulgated in 1988, education is a "right for all". However, the number of Brazilian handicapped students achieving university, is very few. The objective of this study was to investigate how is occurring the access and permanence of these individuals in Brazilian universities. A questionnaire was sent to all federal and state universities, since they offer free superior education. The results showed that a reduced number of universities offer special services during "vestibular" (an exam that evaluates students academic abilities to enter the University) and special programs for handicapped students. Also, Professors are not prepared to deal with this kind of diversity, materials and equipments are not adapted, absence of local policies, and architectonics barriers. . The study discusses all this problems in light of all Brazilian policies, showing that they are incoherent according to the reality.
