Abstract
Special educational policy in Wrexham is undergoing major re-organisation in response to both local and national initiatives. The Local Education Authority in the area is taking the lead in Wales in developing inclusive practice, in line with the recommendations of The BEST Programme, Shaping the Future for Special Education- An Action Programme for Wales (Welsh Office, 1999). This paper will outline the historical context of Special Education provision in Wrexham and give a rationale for the proposed changes to the county's strategic plan for meeting the needs of pupils with a diverse range of Special Educational Needs. It will discuss the ways in which teachers and other educational professionals, parents and governors have been involved at all stages of the planning process and demonstrate that an inclusive approach to education can work, provided the appropriate consultation and preparation takes place.
