Abstract
The SEN Programme of Action has commanded widespread support for its attempt to take forward the inclusion agenda. But tensions remain within the education field about the direction and pace of change. This presentation seeks to bring out some of the internal tensions within the Government's programme, and discusses some of the principled dilemmas that a Government faces when trying to take forward a national programme within a devolved education system.
