Exclusive and Inclusive Education in Islamic Republic of Iran

Abstract

The overall policy of the Islamic Republic of Iran is that children with special needs receive appropriate education. In 8.11.1990 the Islamic consultative assembly passed a draft presented by the ministry of education on structures and principles of special education. According to this code, a governmental institute named "Special Education Organization" affiliated to the ministry of education was established.

At present this organization is covering 70726 students with special needs in special schools and 2029 in ordinary schools. There are 816 special schools and 219 special classes in regular schools in Iran.

In this paper, we discuss the procedures of designing a community-based model for preparing students/teachers/schools and parents inclusion, a model that facilitates the movement from an excluded system towards included one in Iran.
