From Rights to Policy: The Ugandan Case

Abstract

This paper provides an insight into Uganda's efforts in translating rights into policy in accordance with the current global policies. The paper addresses various issues pertinent to equity and quality in service delivery. In this regard, equity and accessibility examine vulnerable groups (i.e. women, children, youth, persons with disability and the elderly) who constitute about 70% of Uganda's population (NCC, 1996). In education, for example, this has resulted in high enrolment in primary schools. Quality, in the context of this paper, focuses on efficiency and maintenance of standards in the school system and the society as a whole. The paper concludes by presenting and discussing the challenges, prospects and the way forward for Uganda in its attempt to formulate policies pertaining to equity, quality and access.
