Abstract

From Rights to Policy
Education is a right and not a privilege. If scholarship is given to all irrespective in Intelligence Quotient of International quality, it will encourage the poor interested in studies to hold unto the fortunes that come with education

Listening to Different Voices
Every individual is given the ability to think differently. Education acts a vehicle through which brilliant ideas are driven. Since fools also have vital ideas, all people should be listened to.

Changing Roles

UNICEF in particular should enforce if not change its role. To give diverse education systems. Some parts of Africa reject Western education because it doesn't address their local realities.

Development Practice
It is true that practicality is a catalyst of development. Today's education has to drift much from theories, so as to give room for practical. This is what will enhance development

Positive Outcomes
If proper attention is given to vibrant policies based on the rights of every one, the voice of every one in listened to, people make sure they play their roles well, and development becomes practical, then the positive outcome like education for all will be inevitable.


People need to know their rights. Men are cheated and abused worldwide because they do not even know their rights. Human Right Commissions have been formed in nearly all the countries of the globe that is indeed, a step forward.

Education is one of the rights of every citizen. It is the responsibility of every government to educate its citizens. Therefore, education becomes a right and not a privilege. But today education has become a privilege particularly in Africa where, not all the people can afford higher education. Even in state owned Universities high fees are paid. The kind of payment or salaries that the sponsors earn is not such that can guarantee further sponsorship at the University. Even though scholarship is granted, it is usually limited to few numbers of bright students. If scholarship could also be granted on the basis of interest rather than excellence then more people will open up for studies. Sponsors at the international level, should indeed bear in mind that different levels in Intelligence quotient of International quality exist.

Secondly, examination is not the perfect test of knowledge. People have problems. If a serious crisis strikes you at the time of examination, it will have an adverse effect on your performance. In my opinion, if scholarship continues to remain the monopoly of the bright, then the dreamers of "education of all" are not serious in their slogan. Some policies has to be put in place. Perhaps, more funds to be made available.

Good policies of education can help to bridge the gap existing between. The intellectual and the ignoramous and also the gap between the rich and the poor and why not to bridge also the gap between developed and less developed countries.

This dream can only materials if the voices of different people are head. The educated man often believes that the uneducated person has noting to offer. But forgetting to understand that all men have the ability to contribute to knowledge. The fact that people use violence to solve problems doesn't mean that violence is not an idea. It is just that the idea is in its crude form. What demonstrators usually wants is quick changes neglecting the consequences of their actions (destruction). But if this very people are give the due education. Their idea of change will remain but will be moderated by education and reduced to dialogue. So if all voices are listened to and proper education given, the world's many problems will be reduced.

Roles can only be changed after evaluation. The role of an international agency like UNICEF has to change to ensure that the kind of education that reflects the cultural realities be given to some parts of Africa which still resist Western Education because it doesn't answer their traditional riddles".

More often many agencies do not play definite roles. Most of them have duplication of functions, thus playing the role of another person. Roles should be specific and clear and in case of inefficiency be revised.

It is when roles are revised that innovations set in innovations bring about development, when peoples roles are put into practice. The irony so that most roles are on pieces of papers and does not go to the fields. But if theory gives birth to practicals development will be enhanced. For it is true that practically is a catalyst of development.

Our educational system which wants to be a "thing for all" has to be skewed towards vocations. This is what can help society in this era of economic Liberalization. Not all persons can become academicians but if people are trained in what they are good at, they will in due time earn a living from their training.

Knowing what to do is one thing, doing what you know will help you is another. Therefore, if there is going to be any positive outcome, proper attention has to be given to the rights of people based on the formulation of good policies. The need to listen to every man, the need for people to play their specific roles is practical development will make education for all inevitable.
