Inclusion in Zimbabwe: Achievements Challenges and Dilemmas

Abstract

Zimbabwe has ratified the United Nations Convention on the Rights of the child and is monitoring its compliance with Article 28, among the rest of the requirements of this document.

This paper outlines the policy issues, The Education Act and Disability Acts of Zimbabwe. The relevant sections of the Child Protection and Adoption Act are cited with particular reference to the protection of the individual rights of the child. Achievements, challenges and dilemmas in the implementation of inclusion in Zimbabwe and available statistics are discussed.

Because Inclusion does not occur in a vacuum, socio cultural and economic variables and issues impinging on education and disability including Structural Economic Adjustment; globalisation. Decentralisation, HIV/AIDS and traditional values an practices are examined in context. The paper also addresses the dilemmas and constraints to the meaningful Inclusion of children with low-incidence disabilities and experiences in community based, non-formal programmes to meet special needs in Zimbabwe.

Tentative recommendations for the future for meaningful inclusive education in a developing country are suggested in conclusion.
