
Abstract
The project Quality Improvement of the Education of Children with Visual Impairment was initiated by the Government of Indonesia in the beginning of the 1994. It was initiated as a result of a new policy giving children with disabilities the same rights to a Nine Year Compulsory Education as non-disabled children have.
At the beginning the project's name was: Quality Improvement of Schools for the Blind and only included new equipment for printing Braille.
Eventually the aim became to develop resource centres so that as many children with visual impairment (both blind and with low vision) can be included into regular schools and that these school can enjoy the services of itinerant teachers coming from these resource centres.
This presentation is going to include:
1. A description of the gradual process of changing the aim of the project from an upgrading of special schools to become an upgrading towards inclusion and enrichment.
2. A presentation of a model for upgrading: plans and implementation.
