
Abstract
The time is now when the world should listen and address the agonies facing disabled people in Nigeria and most part of the African continent. Though African is said to be third world countries, this should not be a submission to crudity to humanity in this part of the world where there is absolute neglect of disabled people, abuse of their human rights and disrespect to the world standard Rules on disabilities: bearing in mind the Rights of Disabled persons (UN General Assembly Resolution 3447 (xxx) of December 9, 1975, the world Action concerning Disabled persons (UN General Assembly resolution 37152 of December 3,1982), and the Vienna Declaration and Programme of Action, adopted by the world conference on Human Rights in 1993 (Resolution ng/RES). Let the world listen now and see the disabled persons in this part of the world. Today, in Nigeria for example, there is no specific and/or precise rules and law on disability programmes: no special transport or communication/building barrier regulations.
There is lack communication/information law for disabled people nor any government agents monitoring this affair in the country. The disabled people are really suffering here. The world should now listen to us.
