Inclusive Education in Ghana - an Overview

Eric Obodai Torto - Ghana Education Service

Abstract

The Basic Missionaries laid the foundation for Special Education in Ghana in 1945 with the establishment of Akropong School for the Blind. Later special schools for other categories or disabilities were put in place.

In 1961, the First Republican Government of Ghana passed an Education Act making education free and compulsory for all children of school going age, including disabled children.

The government put up structures and resourced them with requisite educational materials and equipment to suit the teaching and learning of disabled children.

Initially the emphasis was placed on residential system of schooling but when the demand for admission into these schools increased tremendously, the need for shifting from residential system to Community Based Education for the Handicapped was felt and action taken on it.

Since the implementation of Inclusive Education, some evaluations of the system have been taken and were found that many parents and beneficiary students are more favourable with integrated concept for various reasons which would be elaborated in the paper to be presented.

The paper will also dilate on problems, achievements and prospects of Inclusive Education as practised in Ghana.
