Administration System of Special Education in China

Abstract

In the long run special education in China has always been attached importance by the central government of People's Republic of China. Since 1951 special education has been treated as one composition of the system of national education and been involved in the constitution.

Many institutions and administering organisations have been founded dealing with the educational affairs of the disabled. There is a list of those institutions. 1) National Co-ordination Committee on the Disabled at the level of the State Council, 2) Office of the Special Education in the Ministry of Education dealing with the educational issues of the disabled nationally, 3) special agencies in educational departments at central and local levels with special personnel administrating pre-school special education and compulsory education of the disabled children, 4) special agencies in the unions of the disabled at central and local levels with special personnel dealing with educational issued of the disabled such as technical and professional education, higher education, training and wipe out of illiteracy.

According, to the national laws, in any district with a population of 400 thousand, one school of special education must be erected. Now in order to solve the educational problem of the disabled children efforts have been made to found a new system of special education in China. Numerous schools of special education will become the backbone of the system, and the two particular forms of special education, special education classes in formal schools and individual disabled children involved in the formal classes of the formal schools will be developed into the main parts of the system.
